Bounds facets to keep values limited to a specific minimum and maximum values, regardless of precision

<?xml version="1.0"?>
<xs:schema xmlns:xs="http://www.w3.org/2001/XMLSchema"
  targetNamespace="http://www.wbex.ru" xmlns="http://www.wbex.ru"
  elementFormDefault="qualified">
  <xs:simpleType name="MyType">
    <xs:restriction base="xs:decimal">
      <xs:totalDigits value="9" />
      <xs:fractionDigits value="3" />
      <xs:minInclusive value="0" />
      <xs:maxInclusive value="999999.999" />
    </xs:restriction>
